Notice is hereby given that Moqhaka Local Municipality Council at its meeting held on the 31 May 2024 adopted the Reviewed Integrated Development Plan for 2024 -2025 to satisfy provisions of Section 34(a)(i)(ii)(b) of the Local Government Municipal System Act, Act No 32 Of 2000, which states inter alia that, a Municipal Council, must review its performance measurements in terms of Section 41, and to the extent that of its performance measurements in terms of Section 41,and to the extent changing circumstances so demand, and may amend its Integrate<;! Development Plan in accordance with a prescribed process.

The Honourable Executive Mayor, Councillor Motloheloa Ellis Mokatsane, hereby gives notices that Council at its meeting held on the 11 April 2024, tabled the Draft Integrated Development Plan 2024-2025 (Second review of the 2022-2027 IDP)
Notice is hereby given in terms of Section 22 of the Municipal Finance Management Act. That the Draft Annual Budget 2024/25 of Moqhaka Local Municipality was tabled in council on the 11 April 2024
Members of the local community are invited to submit representations in connection with the Budget. Written representations must be submitted at the office of the Municipal Manager, Municipal Offices, Hill Street, Kroonstad or mailed to P O Box 302, Kroonstad, 9500.
Persons who are not able to read or write and who wish to submit representations will be assisted during office hours by Mr. L. E. Ndala (Tel-056 216 9182)/ Mrs. I. D. Mphosi (Tel-056 216 9150).

The technical team is busy restoring the system functionality, however, this will not have any impact on the payments of municipal services and electricity purchases.

PURPOSE OF DOCUMENT
The purpose of this feasibility report is to uncover the strengths and weaknesses of the existing Kroonstad Airport as well objectively and rationally investigate the proposed upgraded Kroonstad Airport, opportunities and threats present in the environment, the resources required to carry through, and ultimately the prospects of success. In its simplest terms, the two criteria to judge feasibility are cost required and value to be attained. Hence this feasibility study aims at investigating the commercial viability for upgrading the Kroonstad Airport, which is located in Moqhaka Local Municipality, concerning its operations as well as financial and economic benefits. In this regard, an overview of the functional and operational areas of the airport is provided in conjunction with proposed operational conditions of the airport, airport performance, forecasted trends and areas of concern are highlighted. The information that has been presented and analysed is predominantly obtained from the analysis of work done by the various workstreams vis a vis legal, transportation economics, finance and technical, as well as additional information based on engagements with the relevant stakeholders within the municipality, South African aviation sector (airlines and airports) and engagement with the lessee of the airport (Hawks Landing).

Notice is hereby given that the Adjustment Budget for 2022/23 of Moqhaka Local Municipality has been tabled to Council on 27 February 2023 in terms of Section 28(1) of the MFMA (Act No. 56 of 2003). In terms of Regulation 26 of the MBRR, with ten working days after the Municipal Council has approved the Adjustment Budget of a municipality, the Municipal Manager must in accordance with Section 21A of the Municipal Systems Act make public the approved Adjustment Budget and Supporting documentation and the resolution referred to in Regulation 25(3)

Credit Control and Debt Collection
Section 96 of the Local Goverment Municipal System Act requires that the municipality must adopt, maintain and implement a debt collection and credit control policy, It should be noted that accounts holders have a responsibility to timeously pay for services rendered and for amounts levied on rateable property
