MOQHAKA LOCAL MUNICIPALITY

PUBLIC NOTICE CALLING FOR INSPECTION OF THE 2024/2028 VALUATION ROLL AND LODGING OF OBJECTIONS

Notice is hereby given in terms of Section 49 (1)(a)(i) read together with Section 78 (2) of the Local Government:  Municipal Property Rates Act, 2004 (Act No. 6 of 2004), hereinafter referred to as the “Act”, that the supplementary valuation roll for the financial years 2024/2028 is open for public inspection from 22 February 2024 to 16 April 2024 by owners and occupiers of rateable property during office hours (08:00 to 13:00 and from 13:45 to 15:30) at the following offices:

An invitation is hereby made in terms of Section 49 (1)(a)(ii) read together with Section 78 (2) of the Act that any owner of property or person who so desires should lodge an objection with the Municipal Manager in respect of any matter reflected in, or omitted from, the supplementary valuation roll within the abovementioned period.

Attention is specifically drawn to the fact that in terms of Section 50 (2) of the Act an objection must be in relation to a specific individual property and not against the valuation roll as such.  The form for the lodging of an objection is obtainable from the abovementioned offices. MUNICIPAL INFORMATION COMMUNICATION TECHNOLOGY (ICT) SYSTEM

Moqhaka Local Municipality hereby informs the residents that the Municipal ICT system is currently offline.

The technical team is busy restoring the system functionality, however, this will not have any impact on the payments of municipal services and electricity purchases.

The municipality apologizes for the inconvenience caused.

DRAFT INTEGRATED DEVELOPMENT PLAN 2023-2024

The Honourable Executive Mayor, Councillor Ellis Motlogeloa Mokatsane, hereby gives notice that Council at its meeting held on 14 APRIL 2023, tabled the Draft Integrated Development Plan 2023-2024 (Sixth generation IDP).

To satisfy provisions of Section 29 of the Local Government: Municipal Systems Act, Act 32 of 2000 and Section 21 of the Local Government: Municipal Finance Management Act, Act No 56 of 2003, members of the public are hereby invited to comment, make inputs, submit amendments and any additional information to the tabled Draft Integrated Development Plan.

While such comments and inputs can cover the entire draft document your attention is drawn to the following specific Chapters: Chapter 5 which deals with Municipal Key Performance Indicators, and Chapter 8, which lists projects to be implemented and planned for the period in question.

PURPOSE OF DOCUMENT


The purpose of this feasibility report is to uncover the strengths and weaknesses of the existing Kroonstad Airport as well objectively and rationally investigate the proposed upgraded Kroonstad Airport, opportunities and threats present in the environment, the resources required to carry through, and ultimately the prospects of success. In its simplest terms, the two criteria to judge feasibility are cost required and value to be attained. Hence this feasibility study aims at investigating the commercial viability for upgrading the Kroonstad Airport, which is located in Moqhaka Local Municipality, concerning its operations as well as financial and economic benefits. In this regard, an overview of the functional and operational areas of the airport is provided in conjunction with proposed operational conditions of the airport, airport performance, forecasted trends and areas of concern are highlighted. The information that has been presented and analysed is predominantly obtained from the analysis of work done by the various workstreams vis a vis legal, transportation economics, finance and technical, as well as additional information based on engagements with the relevant stakeholders within the municipality, South African aviation sector (airlines and airports) and engagement with the lessee of the airport (Hawks Landing).

Notice is hereby given that the Adjustment Budget for 2022/23 of Moqhaka Local Municipality has been tabled to Council on 27 February 2023 in terms of Section 28(1) of the MFMA (Act No. 56 of 2003). In terms of Regulation 26 of the MBRR, with ten working days after the Municipal Council has approved the Adjustment Budget of a municipality, the Municipal Manager must in accordance with Section 21A of the Municipal Systems Act make public the approved Adjustment Budget and Supporting documentation and the resolution referred to in Regulation 25(3)

Credit Control and Debt Collection

Section 96 of the Local Goverment Municipal System Act requires that the municipality must adopt, maintain and implement a debt collection and credit control policy, It should be noted that accounts holders have a responsibility to timeously pay for services rendered and for amounts levied on rateable property

The Municipality has noted with concern a high level of increasing debt resulting from municipal accounts not being honoured timeously.
