Notice is given that the Service Delivery and Budget Implementation Plan (SDBIP) 2022/23 has been signed off by the Honourable Executive Mayor, to fulfil the provisions of Sect 69 par3(a) and 75(1) of the MFMA.

Members of the public are invited to make comments and input to the document which can be found at the following places during office hours:

DRAFT INTEGRATED DEVELOPMENT PLAN 2022-2027


The Honourable Executive Mayor, Councillor Ellis Motlogeloa Mokatsane, hereby gives notice that Council at its meeting held on 31 March 2022, tabled the Draft Integrated Development Plan 2022-2027 (fifth generation IDP).

To satisfy provisions of Section 29 of the Local Government: Municipal Systems Act, Act 32 of 2000 and Section 21 of the Local Government: Municipal Finance Management Act, Act No 56 of 2003, members of the public are hereby invited to comment, make inputs, submit amendments and any additional information to the tabled Draft Integrated Development Plan.


While such comments and inputs can cover the entire draft document your attention is drawn to the following specific Chapters: Chapter 4 which deals with Municipal Key Performance Indicators, and Chapter 8 which lists projects to be implemented and planned for the period in question.

Section 96 of the Local Government Municipal Systems Act requires that the municipality adopt, maintain and implement a debt collection and credit control policy. it should be noted that account holders have a responsibility to timeously pay for services rendered and for amounts levied on ratable property

The municipality has noted with concern a high level of increasing debt resulting from municipal accounts not being honoured timeously.

Notice is hereby given in terms of Section 46 of the Local Government: Municipal Finance Management Act, No. 56 of 2003 that:

Moqhaka Local Municipality intends entering into a contract for the Supply and Delivery of Municipal Fleet on a Finance Lease Contract for a period of three (3) years. The contract will impose financial obligations on the Municipality for the next three (3) annual budgets. At the end of the Finance lease term, the ownership of this fleet will transfer to the municipality. The appointment of the service provider is in line with the Municipality’s Supply Chain Policy and the service provider will be responsible for the supply of Municipal Fleet on a finance lease basis.

NOTICE IS FURTHER GIVEN in accordance with Section 21 and Section 21A of the Local Government Municipal Systems Act, No. 32 of 2000 that – (bb) The local community and other interested persons/ parties are invited to submit comments or representations to the Municipality in respect of the proposed drafts proposal. Draft Annual Budget 2021-2022

Notice is hereby given in terms of Section 22 of the Municipal Finance Management Act. That the Draft Annual Budget 2021/22 of Moqhaka Local Municipality was tabled in the Council on the 31 March 2021.

Members of the local community are invited to submit representations in connection with the Budget. Written representations must be submitted at the office of Municipal Manager, Municipal Offices, Hill Street, Kroonstad, or mailed to P O Box 302, KROONSTAD, 9500.

Persons who are not able to read or write and and who wish to submit representations will be assisted during office hours by Mr. L. E. Ndala (Tel-056 216 9182)/ Ms I. D. Mphosi (Tel-056 216 9150).

SCHEDULE OF PUBLIC MEETINGS FOR REVIEW OF THE MUNICIPAL INTEGRATED DEVELOPMENT PLAN 2020-2021

The Honourable Executive Mayor, Councillor E.R Moletsane hereby gives notice in terms of Section 34 of the Local Government Systems Act, Act 32 of 2000, which states inter alia that a Municipal Council must review its Integrated Development Plan annually in accordance with an assessment of its performance in terms of Section 41, and to the extent that changing circumstances so demand and may amend its Integrated Development Plan in accordance with a prescribed process.


Section 21(1)(a) of the MSA, 32 of 2000 prescribe that the Mayor of a municipality must coordinate the process of preparing the Annual Budget and for reviewing the municipality’s Integrated Development Plan, Budget related Policies to ensure that the tabled budget and any revision of the Integrated Plan, Budget and Budget related Policies are mutually consistent and credible.


To satisfy the above, members of the community are hereby requested to make submission on the review of the Municipal Integrated Development Plan. Submission can be made with Ward Committee members or can be deposited into Municipal suggestion boxes available at all Municipal Offices. They can also be made with the office of the IDP Manager, Mr S.T. Leie office No. 20-2 Hill Street, Kroonstad or by email at thekisol@moqhaka.gov.za.
